Thailand Mandates Advertiser ID Checks on Ads From Nov. 1

Thailand's rule requiring ID checks on Facebook, Instagram and other ad platforms took effect November 1 — what sellers should check now.

Thailand’s advertiser identity-verification rule took effect on November 1, 2026, requiring paid online ad platforms — including Facebook, Instagram, TikTok, YouTube and X — to verify every advertiser’s identity before publishing their ads. The Electronic Transactions Committee had published the underlying notification in the Royal Gazette on May 5, 2026, setting a 180-day countdown that ran out on that date.

Who Must Verify, and How

Issued under Section 8/10 of the Emergency Decree on Technological Crime, which makes platforms share liability if they skip the checks, the rule covers every advertiser — individual or business, Thai or foreign. Verification needs either a government ID matched against a live facial check, or a digital identity system meeting a set assurance level; businesses can use a Department of Business Development (DBD) certificate instead. Platforms must retain an advertiser’s name, ID details and contact info for at least 90 days after the relationship ends, plus the payer’s details when an agency pays instead. Verification lasts one year before it needs repeating.

What Happens Without It

The notice doesn’t spell out advertiser-side penalties, but Meta’s own process shows the mechanics: flagged accounts get a notice in Ads Manager or Meta Business Suite with up to 7 days to confirm who pays for and benefits from the ads. Miss that window, and the account can’t deliver ads to users in Thailand.

What to Check Now That the Rule Is Live

  • Open Ads Manager or Meta Business Suite for a verification notice — act within the stated 7 days or your ads stop reaching Thai audiences. Verification requests don’t stop at the November 1 start date; they continue as platforms work through advertiser accounts.
  • Have your national ID card or your business’s DBD certificate ready; verification checks the document against a live match.
  • If an agency pays for your ads, confirm the payer listed on the account is accurate — the platform must retain that identity too.
  • Already verified in the past year? Just confirm the date on file — verification is valid for one year before it needs repeating.

Businesses piloting ChatGPT Ads in Thailand or adjusting after Meta’s Shop order API shutdown should check this too — same ad accounts.
